Abstract

Providing opinions is one of the forms of cooperation between public administration bodies aimed at analyzing the subject of the proceedings and taking into account various legally protected interests. Public consultations carried out as part of the opinionmaking process allow for a proper understanding of the interests and needs of the entire community, and then responding to them in the content of the strategic document. On the basis of the analysis, the activity of non-governmental organizations and the barriers they encounter along with proposals for changes and incentives during consultations were assessed.
